Engineer Carlos A. Vargas is the Executive Vice President of Environment, Water and Energy of the Panama Canal, in which he oversees activities related to the management of water resources, the conservation of the Canal Basin, the production and supply of water potable water and the generation, transmission and distribution of electricity in the Panama Canal.
He worked as a Professional Hydrologist, Manager of the Meteorology and Hydrology Section, Manager of the Environmental Management Division and Executive Manager of the Water Division of the Panama Canal.
Engineer Vargas is a graduate of the Technological University of Panama. Through a Fulbright scholarship he obtained a Master of Science degree with a specialization in Water Resources Systems and Hydrology from the School of Civil and Environmental Engineering at Cornell University, Ithaca, New York. He also holds a Master’s degree in Business Administration from the INCAE Business School.
He has completed additional studies in Water Resources Management at the University of Texas at Austin, the University of California at Davis and the Water Leadership Center at the Kenan-Flagler School of Business at the University of North Carolina at Chapel Hill. . He is a graduate of the Management Development Program and the Executive Leadership Program of the Panama Canal.
